Sync Github file with a Tines Resource

This story pulls values from a Github Repo on a schedule to compare against a Tines resource, and update if necessary. This Tines resource can then be used in stories without needing to refer back to the list in GitHub. For example, keeping track of keywords to scan for in Tines payloads. This allows our customer to maintain a source of truth and keep it updated dynamically, without having to consult Github every time the main story runs, saving them potentially thousands of Github API calls per day.
